His Excellency Dr. Raed Mohammed Bin Shams, Director-General of the Bahrain Institute of Public Administration (BIPA) stated that the government policy making should be grounded on sound scientific methodologies and bases, which will contribute to upgrading the governmental work system. The Institute is keen to prepare national cadres qualified for decision-making and government policy-making through its adoption of the best practices in administration and scientific research as essential tools for their qualification and preparation to reach the highest levels of quality and distinguished performance.
Dr. Bin Shams pointed out that BIPA, as part of its efforts to promote policy-making based on evidence and scientific methodologies that serve citizens and achieve aspirations of the Kingdom of Bahrain, has adopted a number of mechanisms, including training workshops to enhance research work, academic exchange and sharing of best practices on public administration issues. He added that BIPA recently organized a training workshop under the theme of “How to document a successful administration experience”. During the workshop the best ways to document the experiences, best administrative practices and their application mechanisms, as well as the exchange of experiences in administrative development through documentation of successful administrative practices were addressed.
In addition to the training workshops, BIPA provides a number of mechanisms, notably the Master of Public Administration, the roundtable sessions, and the Middle East and North Africa for Public Administration Research Network (MENAPAR) as well as other training courses, which contribute to the establishment of an integrated research system that supports government policy making based on evidence, modern science and international experiences. They are developed in a format that suits our societies and challenges in the Middle East. This is achieved through promoting research work, academic and professional exchanges alike, best practices on public administration, public policies and good governance issues. They employ collective thinking and efforts by institutions to strengthen public administration, develop local debate on public administration research, address their problems and identify their influential agents, and provide a resource base for all use by all agencies to use as reference in policy and decision making.
