His Excellency Dr. Raed Mohammed Bin Shams, Director- General of the Bahrain Institute of Public Administration (BIPA), has stressed the importance of investing in the training of national government cadres in order to further improve the government performance efficiency towards achieving a sustainable economy. The training programs offered by the government authorities help raise the quality of government projects and initiatives, and reflect positively on their financial returns from the trainees through their roles in government projects and initiatives.
Dr. Bin Shams pointed out that the study of training impact assessment confirms the alignment of BIPA’s programs and initiatives with the principle of sustainability, which is one of the main principles of Bahrain Vision 2030. The Institute continuously seeks to ensure that its training programs achieve the desired positive impact on government performance in order to achieve the sustainable economy. The study measures the extent to which leadership programs achieve their objectives and their effectiveness in enabling program managers to discover the best developmental methods to address the real needs of leaders of government institutions.
He added that the study recommended is to apply the return on investment (ROI) methodology in the implementation of government projects, which will contribute to making additional financial returns, through the government trainees’ adoption of the best ways to save time and effort.
Ms. Ghada Shana’ah, the Acting Director of Assessment and Coaching Department of the Institute of Public Administration (BIPA), pointed out that the study was applied to the Kawader and Tah’yeah programs, which BIPA provided to government cadres from various institutions. The study reflected the outputs and projects presented by trainees to their institutions, where they applied the mechanisms of saving financial resources, time and effort. She added that Jack Phillips’ Methodology, which has been adopted to measure the return on investment, consists of five levels adapted to the subject of the study. These are the trainee’s reaction, the learning outcomes, the application of the acquired methodologies and skills, the desired impact of the training program and the material return.
Shana’ah explained that the study achieved excellent results. At the first level, i.e., “reaction”, the study showed that the percentage of satisfaction reached 88% regarding the Kawader program, and 95.83% about Tah’yeah program. As for implementation, 83.33% of the Kawader program trainees were able to apply the content of the program, while 100% of the Tah’yeah program trainees implemented the program outcomes. However, the best results appeared at the fifth level, which is the material return. The study showed that the return on investment from Kawader program was 476%, while it reached 176% in the Tah’yeah program. The study also calculated the material profits from BIPA programs by measuring the increase in performance speed, improvement in quality, and increase in productivity, in addition to measuring the return on government from the associated projects.
