The Executive Leadership Development Program “Qiyadat” is the fifth step in the seriesr of leadership programs within the National Program for Government Leadership Development at the Institute of Public Administration, as the program seeks to develop a leader with strategic investment thinking, who has the ability to make policies, and achieve a competitive institutional performance level.

Directors of departments appointed by ministerial decision and the like.

Graduation Requirements:
Attendance of at least 80% of the total classroom training hours.
Pass the evaluation with a minimum score of 60%.

18 training days with 75 learning hours

Program Content:
The program consists of the following modules:
– The leader:
This module aims to provide the participant with advanced concepts in the field of agile leadership, which enables him to lead with a holistic strategic view in accordance with institutional visions and aspirations. Providing the participant with methods that enable him to manage change and deal with changes and crises with high flexibility, taking the citizen as its core. The participant will also be able to promote the principle of trust within institutional work and in institutional services to reflect a qualitative image of the public sector.
– Teams:
This module seeks to provide the participant with a set of advanced methodologies in empowering and implanting confidence in the second tier of leaders, through the use of effective succession planning skills, linking succession planning and the talent development process, and enabling the participant to identify challenges to empower employees and invest in current leadership capabilities and future leadership. This module also aims to provide the participant with basic knowledge of the OKR system (Objectives and Key Results), and the importance of achieving effective institutional results, in addition to best practices and lessons learned from the adoption of this system. Providing the participant with a set of tools that will enable him to identify Objectives and key results, and the necessary methods to track the progress of objectives and update them based on changes and developments.
– Institution:
This module aims to provide the participant with a set of advanced concepts and methodologies in the field of public policies, and their importance in the public sector work system. In addition to providing the participant with a number of tools and methods that enable him to develop policies that contribute to making change and decision-making.
– Communication and Influence:
Providing the participant with a set of advanced methodologies and knowledge in the field of measuring global performance indicators, types of global reports that show the level of performance of the Kingdom of Bahrain globally, and the impact of these indicators on the general situation, in addition to the strategic plans in the institution. Provide the participant with a number of tools to analyze the level of performance of indicators, and their impact on institutional work. This contributes to achieving a level of competitiveness among public sector institutions locally and globally and highlighting the efforts of the Kingdom of Bahrain globally. This unit also aims to provide the participant with the methods, methodologies and mechanisms used in public policy analysis, and the areas of gaining benefit from them, as well as providing him with modern models and applications that enable him to understand, formulate and prepare a policy that suits institutional needs and trends.
This unit aims to achieve harmony within public and private sector institutions. By providing the participant with advanced skills in dialogue and interaction with various means of communication and interaction, as well as providing him with the methods and techniques used in analyzing the information and messages contained in the media discourse and the extent of their impact on the institution. Providing him with the tools that enable him to deal professionally with the media through official representation, and sending targeted messages to the public, and the participant will be able to develop his abilities in reflecting the image of institutional identity in global forums.
