The New Leadership Development Program “Kawader” is the fourth step in the series of leadership programs within the National Program for the Development of Government Leaders at the Institute of Public Administration, which targets middle management, as the program aims to develop an innovative leader who has the ability to be flexible and adapt to changes and trends, to ensure efficient management of administrative processes.

The program consists of the following modules:
– The leader:
This module aims to provide the participant with a set of methodologies and knowledge in the areas of innovative leadership and agile leadership through a set of administrative and institutional practices in the implementation of strategic plans. In addition to delivering the principles of innovation within the leadership of institutional work, in order to create an innovative work environment. The participant will also be able to apply governance methods that are appropriate with the scope of the institutional work.
– Teams:
This Module will provide the participant with a set of advanced knowledge in the field of managing high-performance teams, based on the principle of Team Bahrain, as well as the role of the leader in investing the talents of the team in order to achieve aspirations and directions. The participant will also be offered tools and methods that enable him to evaluate the team, provide feedback to the team in a way that contributes to building and developing the team’s capabilities, and preparing a second tier of leaders with excellence and high performance.
– The Institution:
The program will provide the participant with advanced concepts in the field of strategic planning, and the basic stages in planning and strategic thinking. In addition to delivering with strategic planning tools to transform plans into projects and initiatives and providing specialized concepts of risk and crisis management to take the necessary measures, the participant will also be able to realize the role of strategic planning in improving the level of quality of institutional performance and raising the level of performance of services provided to citizens and beneficiaries.
– Performance and Innovation:
This unit aims to provide the participant with the concepts of performance measurement indicators, the importance of defining performance measurement indicators to achieve competitiveness and raise the level of performance, and a set of institutional performance indicators that enable the participants to raise the level of productivity at work. The Participants are provided with a set of models and methodologies for measuring the level of performance and improving the level of productivity, in addition to a number of tools that enable them to evaluate and follow up on performance indicators. The participant will also be able to evaluate performance challenges and find innovative ways to overcome them.
– Clients and Partners:
This unit seeks to provide the participant with specialized knowledge and concepts in the field of process reengineering derived from best practices in managing and improving institutional processes in a number of areas that serve the citizen and the beneficiary, in order to conduct tasks and operations efficiently in public sector institutions and increase the level of productivity, through re-engineering different types of service processes. The participant will also be provided with a set of tools that enable him to map and restructure the processes and services in his organization.
– Creativity and Innovation:
This module aims to provide the participant with a set of specialized knowledge of creative budgets, the main elements included in the budget, in addition to providing the participant with innovative methods of budgeting and cost control. Including ways to link innovative budgeting with measurement systems and performance indicators.
– Communication and Influence:
This unit seeks to provide the participant with a number of specialized knowledges of institutional marketing, and the role of institutional marketing in highlighting the institution’s services and enhancing the institutional image, in addition to providing the participant with specialized skills and methods on how to deal with the media or the press during any media presences to enhance institutional reputation, and marketing for the distinctive services and practices of the institution.
