The Emerging Leadership Building Program “Benaa” is the second step in the ladder of leadership programs within the National Program for Government Leadership Development at the Institute of Public Administration for the operational administrative level for the category of specialists and senior specialists, and the like. The program works to develop the accomplished leadership personality, through knowledge and skills to be able to lead himself effectively, and participate positively in the team, which is reflected in the level of excellence and efficiency in institutional work.

Experience of not less than one year in work, as determined by the competent authority
Graduation Requirements:
Attendance of at least 80% of the total classroom training.
Pass the assignments and projects as required by the program with a minimum score of 60%.

The leader:
This unit aims to provide the participant with a set of concepts and theories in the field of leadership and self-understanding, and the most important methods used to achieve institutional success, which a leader must have at the beginning of his inception. The participant will also be provided with a number of basic tools and methods that will enable him to prepare his leadership personality, define his vision and directions, in addition to learning about a set of leadership practices in the public sector locally and globally.
The Institution:
This unit aims to provide the participant with basic knowledge in the field of institutional work system, which is represented in the strategic objectives of the institution, sustainable development goals, the government program, the strategies of the Supreme Council for Women in achieving gender balance, and financial balance, in order to understand and realize its effective role in achieving the strategic objectives of his institution, and instilling a spirit of belonging and institutional loyalty. It will also be provide the participant with a set of tools that will enable him to plan the implementation of tasks and initiatives with excellence and efficiency, commensurate with the nature of his work.
Clients and Partners:
This unit seeks to provide the participant with concepts and theories in the field of customer and Partner services, and the importance of his role in providing distinguished services that achieve confidence and a give a positive image of government services. He will also be provided with a set of skills that enable him to provide services professionally, and to use the Government Services Directory to provide services based on a Bahraini identity guideline . The participant will also be able to propose development initiatives that contribute to the development of services using artificial intelligence, and benefit from it in providing services with excellence.
Teams:
This module provides the participant with specialized knowledge of the basics of teamwork, the importance of working with the principle of Team Bahrain to achieve results and institutional aspirations. The participant will also be provided with a set of skills that will enable him to lead the team effectively towards achieving the goals, by adapting the team’s capabilities and potential, through effective communication. In addition, it will deliver the basic skills in the participatory decision-making process, to adapt to challenges and variables, the participant will also be able to apply planning and prioritization skills towards achieving goals and results.
Performance and innovation:
This module aims to provide the participant with concepts and theories in the field of creative thinking, and the role of creativity in finding solutions that contribute to the continuous development of personal and institutional performance. The participant will also be provided with a set of thinking methods and tools, which enable him to make creative proposals and find solutions that contribute to personal and organizational change. The participant will also be able to develop his ability to analyze and think critically during the decision-making process.
Communication and Influence:
This module provides the participant with basic knowledge in the field of presentation, the qualities of a good speaker, and its importance in personal and organizational marketing for the leader. The participant will also be provided with smart tools and applications to prepare an integrated presentation, in addition to the main skills in presentation and delivering, as well as the skill of influencing and persuasion. The participant will also be able to develop his ability to answer queries and discussions professionally.
